Role Purpose
The Pacific Islands News Association (PINA) is seeking an experienced Business Development Consultant to help shape the organisation’s future commercial direction. The consultant will explore, test, and validate potential revenue opportunities and partnership models that could strengthen PINA’s long-term sustainability and support the evolution of PACNEWS. This includes assessing the feasibility of ideas raised in a recent scoping study, alongside identifying new opportunities that align with PINA’s mission and capabilities.
This is an investigative and exploratory role designed to provide the PINA Board with clear, evidence-based choices for future development.
Key Responsibilities
Market and Needs Analysis
- Conduct market research to understand the needs, priorities, and behaviours of PINA members, PACNEWS subscribers, and other stakeholders in the regional media ecosystem.
- Investigate demand for potential new or enhanced services—including digital, multimedia, or content-related offerings—based on evidence rather than assumptions.
- Analyse regional and global trends in media consumption, technology, and commercial models relevant to PINA’s future direction.
Revenue Exploration and Feasibility Assessment
- Identify a broad range of potential revenue opportunities for PINA, including commercial services, partnerships, subscription models, and grant-funded initiatives.
- Assess the feasibility, risks, and potential return of each opportunity through financial modelling and market validation.
- Develop a clear business case outlining the most promising options, with multiple pathways the Board may consider.
Partnership Scoping
- Map potential partners across the Pacific and internationally, including media organisations, technology providers, training institutions, and development agencies.
- Evaluate partnership models that could support PINA’s growth, enhance member services, or expand content-sharing capabilities.
- Provide recommendations on partnership structures, negotiation considerations, and opportunities for pilot initiatives.
Organisational Insights and Recommendations
- Identify capability, resource, or structural considerations that may influence PINA’s ability to pursue new opportunities.
- Provide advice on operational or organisational adjustments that could support future commercial activities while maintaining PINA’s values and editorial independence.
Implementation Planning
- Develop a practical, staged roadmap for the most viable opportunities, including timelines, resource requirements, and early actions.
- Present findings and options to the PINA Executive and Board in a clear, decision-ready format.
Required Skills and Experience
- Strong understanding of media business models and the commercial realities of small and developing markets.
- Experience conducting market research, stakeholder consultations, and feasibility assessments.
- Technical literacy in digital or multimedia production and distribution is an advantage.
- Familiarity with Pacific media environments is highly desirable.
- Strong communication and relationship‑building skills across diverse cultural contexts.
- Excellent analytical, financial modelling, and report‑writing capabilities.
Contract Details
- Duration: 3–6 months (flexible); 10-12 days per month
- Location: Suva or remote within the Pacific region
- Reporting to: PINA Executive and Board
- Deliverables: Market analysis, revenue feasibility assessment, partnership scoping, and a business case with implementation options
Role Impact
This role will provide PINA with a clear understanding of the commercial opportunities available to it, enabling informed decision-making about future services, partnerships, and organisational development. The consultant’s work will help PINA strengthen its financial resilience and continue supporting Pacific journalism in a rapidly changing media environment.
