Moussa Saleh Batraki of Chad has been appointed Secretary-General of the Organisation of African, Caribbean, and Pacific States (OACPS) as of 03 March 2025.

The appointment came during a Troika summit chaired by Angola’s President João Gonçalves Lourenço.

Batraki takes over from Angolan diplomat Georges Rebelo Pinto Chikoti, who served since 2020.

With over two decades of experience in both national and international development, Batraki has held prominent roles, including Chad’s Minister of Economy, Planning, and International Cooperation, as well as Minister of Land Affairs, Housing, and Urban Planning in 2022.

He also served as Technical Adviser to the President from 2021 to 2022 and as National Authorising Officer for the European Development Fund’s 11th cycle.

His extensive international experience spans engagements with the United Nations, African Union, and NGOs across countries such as Chad, Côte d’Ivoire, Somalia, the Democratic Republic of Congo, and Madagascar.

Batraki focus areas include security sector reform, democratic governance, rule of law, peacebuilding, and post-crisis recovery.

Batraki holds an advanced diploma in Peace and Conflict Management from the World Peace Academy in Switzerland, as well as multiple master’s degrees in fields such as Governance of International Institutions (Bordeaux Institute of Political Studies) and Political Science and International Relations (University of Toulouse). He is fluent in French, English, and Arabic.
